We are pleased to report that Governor Mike DeWine issued a line-item veto on a provision in the State biennium budget, House Bill 96, regarding the placement of materials in public libraries.
This decision affirms Dayton Metro Library's commitment to maintaining free and open access to materials and resources that reflect the communities we serve.
We believe this decision was largely due to our collective advocacy statewide and here in Montgomery County! We are incredibly grateful to our patrons and supporters who contacted the Governor's Office. His decision helps protect the critical role libraries play in our communities.

Dear Dayton Metro Library Patrons and Supporters,
Yesterday began the start of the biennium budget and I want to follow up with the outcomes effecting the Dayton Metro Library.
The GOOD NEWS is Governor DeWine did make several positive line-item decisions:
- A veto on a provision that would have allowed local budget commissions to reduce or eliminate local levies;
- A veto on a provision that would have prevented renewal levies; and
- A veto on the provision that would have required the removal of LGBTQ materials from areas accessible by those under 18.
The Governor did not veto any language related to the Public Library Fund so it will be moved to a line item instead of a percentage of the general fund. This is disappointing. However, we continue to work with the Ohio Library Council and libraries across the state to examine sustainable funding models.
I want to extend my gratitude to you, our patrons, partners, and supporters for showing your deep love and commitment to our libraries and the communities we serve. You did your part…whether it was to sign up for a library card, reach out to your elected officials, donate your time or money…it helped, and it worked.
We appreciate your ongoing support and will do all we can to ensure your right to free and open access to books, materials, and resources remains at the core of our mission.
