The Dayton Metro Library is recruiting for a full-time Protective Services Manager. Based at the Main Library in downtown Dayton, this manager reports to the Safety and Protective Services Manager. They supervise the Dispatch Officers and work closely with the contracted security company to ensure staffing at designated locations is sufficient and well-trained. The ideal candidate will be experienced at handling complaints and navigating challenging situations. The Protective Services Manager should possess strong interpersonal skills that will enable them to work closely with staff, members of the public and contract employees. Essential Job Duties
- Carries out goals and objectives for the safety and security of staff and patrons of the Library which support the Library’s mission.
- Hires, manages, evaluates and schedules direct reports. Determines daily work assignments of department employees. Serves as liaison between the Safety and Protective Services Manager and department staff. (Dispatchers)
- Coordinates the day-to-day operations of contract security staff. Oversees contract security staffing levels at library locations. Serves as a contact for patron complaints concerning security operations.
- Trains new supervisors of contracted guard service for 30-day period, which includes 224 hours of training.
- Assists the Safety and Protective Services Manager in managing access to all facilities.
- Assists with the operation of alarm systems including burglar alarm systems, access control systems, panic alarm systems, digital video cameras and servers, and fire alarm systems at all locations. Serves as secondary contact for all alarm systems; responds to fire and security alarms and incidents after normal working hours.
- In the absence of the Safety and Protective Services Manager, serves as a liaison with insurance providers, police, fire, law enforcement authorities and the legal system.
- Assists in the investigation of unusual occurrences, stolen property reports, patron and staff theft, fire and security incidents. Assist with the coordination of investigations and video reviews of incidents.
- Assists in the negotiation of contracts with protective services vendors. Reviews and approves billing.
- Assists with patron suspensions and banishments as needed.
- Assists the Safety and Protective Services Manager to maintain safe and secure environment for staff and patrons.
Job Qualifications
- Ability to maintain effective relationships with staff, contractors, vendors and patrons.
- Ability to effectively communicate with staff, security officers, patrons, law enforcement personnel, and local fire officials.
- Ability to read, analyze, and interpret documents such as safety rules, and procedure manuals. Ability to write reports and business correspondence clearly and informatively.
- Ability to appraise potential problem situations and discreetly and effectively diffuse incidents without disruption of services to the public.
- Ability to maintain control in emergency situations and to gain confidence of the staff and security officers.
- Ability to plan, schedule and oversee division operations, personnel and contract personnel.
- Ability to prepare and administer budgets.
- Minimum of three years’ experience in law enforcement or criminal justice, or graduate of Ohio Peace Officer Training Academy or closely related field preferred.
- Demonstrated knowledge of contract security and management principles.
- Valid Ohio driver’s license, acceptable motor vehicle record, and continuous insurability required.
- Schedule will be Tuesday through Saturday, first shift.
Compensation and Benefits: Salary is negotiable starting at $53,318 annually. Benefits include health, dental and vision insurance along with paid time off and OPERS retirement.
